NSC aides say some of the material can be reconstructed from files at the State and Defense departments and the CIA. A holdover NSC staffer says the “presidential” papers were sent to Houston, site of the new Bush library. Other NSC papers went to the federal archives. “Those were the instructions we received,” he said. Washington veterans say the transfer of NSC records is left to the discretion of the outgoing administration. Bush inherited all of the Reagan team’s working papers. Carter reportedly left Reagan nothing.
